Tom's career began in the electric utility industry, the early part served at the St. Catharines Public Utilities Commission and the bulk at the Whitby Hydro Electric Commission. As a professional (electrical) engineer, he managed Whitby Hydro's explosive growth from the 1970s through the late 1990s when the town's population grew from some 17,000 residents to almost 100,000. He held the position of General Manager and C.E.O. for the last fifteen years that he served the utility. During his tenure at Whitby Hydro, Tom became intimately involved in the utility's labour relations and handled its union negotiations (for both inside and outside unions), grievances, mediations and arbitrations.

During the early to mid-1990s, Tom earned a law degree from the University of London (England) and, in the summer of 1997 was accepted with advanced standing into the law program at the University of Western Ontario where, in 1999 he graduated with his second degree in law. Tom was called to the Ontario bar in February, 2001 and has since carried on business as a sole practitioner with his practice divided into four main areas of the law, namely:

Tom is presently a member of the Board of Directors of the Durham Personal Attendant Care Inc. Foundation, a group with a mandate to provide funding for respite care for family members who are providing in-home care for loved ones.

Tom's outside interests include reading, travel and drum corps. He is a current member (drummer) of the Optimists Alumni Drum and Bugle Corps, a group founded in 2001 by past members of the famed twelve-time junior Canadian champions of the ‘50s, ‘60s and ‘70s, the Toronto Optimists Drum Corps.

Tom resides in Whitby Ontario with his wife, Catherine. He has two grown children, Regan and Andrew, both of whom reside in Toronto.
